How to change the scrolling cursor in Gnome 3, Ubuntu 20.04.3

When scrolling through a page in many of the apps that come with Gnome by default (Evince for example) the cursor changes from the standard pointer cursor to the move pointer which resembles a compass. I find this latter cursor icon to be absolutely insufferable, particularly because it has a tendency to flicker between itself and the standard pointer cursor.

Is there any way to disable the scrolling cursor or at least modify its behavior so I don't have to be distracted by the flickering every time I scroll through a document in Evince?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
