Ubuntu 21.10 won't boot with HDMI plugged in

I have a single 4k monitor connected via HDMI.

When I turn on the machine it won't boot. Can't ssh in. No output to screen. Nothing.

Unplug monitor. Turn off/on. Boots fine, can ssh in. Now plug in monitor and I get to gnome/Wayland desktop.

Intel onboard graphics.

How can I debug this? I can't get into BIOS as no output from the machine while booting.


Some background: Originally this machine was set up as a standalone kodi service. There were some startup services causing problems and i've disabled/removed the kodi.service. Possibly I've messed up some settings somewhere but not sure where to start.
