Rebooting Lenovo desktop running Debian 11 will not work

I have this Lenovo 7493RY9 Running Debian 11(It came with Windows 7, but I quickly repurposed it it into a linux server).

The problem:

Any time I try to reboot the machine, using sudo reboot or sudo shutdown -r, the device shuts down, but goes into a state where its fans are on and the computer still technically on, so it wont reboot into the os, preventing me from doing any changes that require reboots remotely.

I have reset the bios to optimal defaults, still it cant reboot.

I want to note a few changes I have done to the device:

  • I've removed the CD/DVD Drive.
  • Upgraded it to 16 gigs of ram
  • Masked the sleep targets in debian

I assume this might be related to APCI?

I will be happy to provide any other information needed.

Any help will be greatly appreciated.

Debian And Ubuntu are basically the same, Ubuntu is based on debian.

Although Ubuntu is based on Debian it is not supported here.

@PugzAreCute Yes, Ubuntu is based on Debian. But, as per the help center, [only Ubuntu and official derivatives (like Kubuntu) that are non-EOSS (End of Standard Support) are on-topic here](https://askubuntu.com/help/on-topic). It also lists an alternate place you can ask (Unix & Linux SE).
