keyboard unresponsive at startup

my laptop (hp) has a problem. Every time I start it up, the keyboard is unresponsive, but not always for the same amount of time, (I think it has something to do with trying to hit a key as the CPU asks for information, but that's just a guess). The weirdest part is that some of the keys do work like f12 (function is airplane mode) though not all of the function keys work. I don't see a pattern at least.

I've tried searching online for others with similar problems, the closes I got was someone who had the same issue, except their keyboard always took around the same amount of time to become responsive.

I have had this issue with Manjaro and Ubuntu, but in both cases I was using KDE Plasma. any suggestions?

also, this issue did not exist in windows, the bios, or during the installation of either Linux distro.
