what can cause my /dev/video* to get deleted (disabling my camera) and how do I fix it?

my integrated webcam suddenly stopped working.

Most online advice seem to rely on v4l2-ctl which pulls data from /dev/video0 but apparently this directory does not exist.

Some people seem to have this problem due to camera disabling Fn+key combinations but I own a Dell precision 5530 which I don't believe has this Fn option (according to this at least).

I've come across something interesting with the Steam Launcher.

The sytem:

System is a ThinkPad P50 with an Nvidia Quadro M1000M. It's is Ubuntu 21.10 - fresh install. Nvidia Drivers 495.

Steam launcher is installed from the Ubuntu Software app.

Nvidia is set to dedicated graphics only. (In the nvidia settings program it's set to "Nvidia", as oppsed to "Nvidia On demand" or "Intel")

I create a local mirror from ubuntu focal with apt-mirror, what would be used to update between LTS mini-versions (20.04.2 -> 20.04.3) in office. I need a kernel specific versions (5.4.0-81 generic, but after server update from mirror kernel`s version is 5.4.0-90 generic). How can i mark a kernel current version for a update?
