Ubuntu Server 20.04 cloud-config adding user does nothing

Purging performance-reducing tracker-extract caused other issues

I run Ubuntu 20.04.3 LTS I was having the problem that the tracker-extract was taking up a lot of CPU usage and was really slowing down the system. So I searched for a solution and found this on Ask Ubuntu

How to automount external USB disks when system wakes up?

I have a Thinkpad running 21.10 connected to a Thinkpad dock that has external USB disk drives connected to it. When I'm done using the laptop, I unmount the disks, disconnect the dock and let the laptop go to sleep on its own. The next morning, I reconnect the dock and tap the power button on the laptop to wake it up.

Exit 100 with apt-get ugrade/dist-upgrade during provisioning of VM

During provisioning of ubuntu 18.04 (local mirror) we are running apt-get autoclean, then update and finally dist-upgrade (also tried upgrade) and during the dist-upgrade (or upgrade) the program generates an exit 100. I've tried various environment settings and command line options but unable to resolve this.

I've not seen anything in the logs that would indicate WHY dist-upgrade is failing, act ...
