Difference between `apt search` and `apt list`?

I thought apt list was for installed packages, but looks like it needs the --installed flag for that. So what is the difference between it and apt search. Is the former only looking in a local cache of available packages?

Screen Recording is Very Choppy

I've tried many apps to record my screen on Ubuntu, such as Kazam and OBS Studio, but they all result in the output file being choppy and laggy. There are no problems with audio, just the video. At first I thought I didn't have enough RAM, but I have 8 GB and I'm pretty sure that's enough RAM to record my screen .

I'm trying to dual boot Ubuntu alongside my existing Windows install. I have 4 hard drives in my PC, 3 m.2 nvme drives (one with my windows install on it) and 1 SATA HDD. When I run through the Ubuntu installer and choose "Install Alongside Windows", the only drive that shows up is the SATA HDD, however, I'm trying to install ubuntu on one of the spare m.2 drives. notify-send works for a little while after logging in then stops working

Notify-send (also zenity --notification --text "") stops working after logging in. Not sure how long it takes to fail but it starts failing silently in that no notification is put up.

Sorry, adding more details:

I'm on Ubuntu 21.10.

As for stops working I mean that after logging in I can do things like "notify-send 'Hello world'" and I get a notification "bubble" in the upper right-hand corner saying " ...

Bluetooth keeps turning itself on after startup

I have pretty stock Ubuntu 21.10 on my Thinkpad T440p. My issue is bluetooth keeps turning itself on after startup/reboot.

I've tried configuring TLP to disable bluetooth at startup, and to restore the state of bluetooth across reboots. Neither has any affect. I also tried setting AutoEnable=false in /etc/bluetooth/main.conf which also didn't do anything.

Errors installing mainline kernel 5.16 on Ubuntu Budgie 20.04

I am using Ubuntu Budgie 20.04.3. I currently have the default kernel 5.11. I am trying to install a mainline kernel version 5.16.

The laptop is a Lenovo Yoga C-740 with an Intel i7-10510U CPU with integrated Intel CometLake-U GT2 graphics.
