How does ubuntu manage packages?

A noob here. I really want to learn or at least have some ideas on how software is packaged in Ubuntu.

Is it compiled and packaged by the package author?

Or is it compiled by Ubuntu developers?

How do Ubuntu choose packages that could be installed directly via apt package manager.

I would very much appreciate ELI5 explanations

Building a linux module - sys/time.h: No such file or directory

I'm trying to build an old linux driver in my system (Kubuntu 21.10) with make -C ....
The driver is declaring static struct timeval frame_timestamp;

If I try to build it with something like

make -C /lib/modules/`uname -r`/build M=`pwd` V=1  modules

I'm getting ... has an incomplete type ‘struct timeval’ error and some other related errors.
So I believe I must include sys/time.h with #include &lt ...

Ubuntu 20.04 LTS (at least the core docker image) is distributed with libgcc-s1 and gcc-10-base version 10.3.0(-1ubuntu1~20.04), see, e.g., the manifest at https://partner-images.canonical.com/core/focal/20211103/ubuntu-focal-core-cloudimg-amd64.manifest .

The default version of GCC in 20.04 LTS is GCC 9, not GCC 10.

What is the explanation for this apparent discrepancy? - Why not distribute the 9.x vers ...

Allocate more space for copying files via live CD

Using the version of ubuntu server 20.04 I would like to copy some files in the RAM memory from a usb stick and then transcribe them again in a second usb memory.

I currently have 32GB of RAM installed, but it looks like I can only use 16GB. enter image description here

Add script to preseed Ubuntu and enable secure boot

I created customize Ubuntu ISO in Cubic with preseed file, but I would like to add script in late command, but it doesn't work. I tried a lot of ways, but I still have a problem. I added script in this in preseed folder:

I use a work laptop (XPS-15-7590? ) on ubuntu 20.04. I have been using it for months with no issue. I have skype and teams installed via snap, and they've worked fine up until now. On Friday my team in the stand-up could only hear me faintly and "robotic-ly". I tried restarting, reinstalling teams, nothing worked. I've just installed Ubuntu 20.04 on my PC and I noticed some weird sounds are coming from my speakers. It didn't happen on Ubuntu 16.04. I can't describe the sound so I decided t orecord it on my phone and share it with you. Shotwell: Shortcut for moving between events?

I'm browsing through a year's worth of photos in Shotwell. The photos are automatically sorted into events by date (which I like). Whenever I open an event, I can highlight a photo and use the arrow keys to scroll through the event. I can also double click to open the photo and jump to the next using the arrow keys.

Ubuntu Software when downlaoding something, goes to 14% then drops to 0% then begins really slow downloads

My OS is Ubuntu 20.04.3 Focal Fossa. Ubuntu Software is really slow today for some reason. Whatever application I try to download, it starts at 14%, then quickly drops back to 0%. Before this issue, I could download 300 MB software in 1 min. But know it takes at least ten mins to download a 80 MB software. Here is the snap list
