Keyboard shortcuts only work when an application is open on Ubuntu 22.04

I just upgraded to Ubuntu 22.04. For some reason, when nothing is open on the desktop, my shortcuts to launch applications (such as Ulauncher and guake terminal) don't work. If I open Chrome or Firefox the shortcuts are working.

How can I fix this problem?

Screens stopped working through dock station

I have an Ubuntu 20.04 on a Dell laptop with a Targus dock station (model 412). I have the dock station connected to the laptop through usb-c, and one HDMI and one VGA connected to the dock. My Ubuntu 20.04 connects to my home WiFi just fine. But, on my school, "eduroam" wifi shows up, but doesnt respond to clicks and connect button at all. I have a dual-boot system with Windows 10. On my Windows 10, both my home Wifi and school Wifi "eduroam" works fine. I have tried restarting network services on Ubuntu. But, no clue how to solve this problem. Any help will be appreciated

 1. Micron Crucial MX500 250G      (install Ubuntu20.04)
 2. Intel  670P 512G SSD PCIe NVMe (install windows10)
